Britain and France Will Dispatch Troops to Ukraine if a Ceasefire Accord is Reached

The UK and France have inked a declaration of intent concerning the positioning of armed personnel in the nation if a ceasefire be struck with Moscow, the Prime Minister of Britain, Starmer, has declared.

After negotiations with Ukraine's allies in the French capital, he said that the UK and France would "create defense centers in various parts of Ukraine and erect protected installations for military hardware and equipment" to discourage any future incursion.

The allied nations also suggested that the United States would take the lead in monitoring a truce.

The Kremlin has repeatedly warned that any external forces in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this recent announcement.

Context and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Russia presently holds about 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," remarked the UK Prime Minister.

Top officials and high-ranking officials from the "Partner Group" were involved in the recent discussions.

Addressing reporters at a joint press conference, he noted: "It paves the way for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's airspace and waters, and restoring Ukraine's military for the future."

The PM also stated that the UK would take part in any US-led monitoring of a potential ceasefire.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff remarked that "durable defense assurances and robust reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a major condition made by the Ukrainian government.

The negotiator noted the allies had "largely finished" their work on establishing such guarantees "so that the citizens of Ukraine know that when this conflict ends, it ends for good."

The former US envoy, ex-President Donald Trump's representative, also took part in the talks.

Meanwhile, French President Emmanuel Macron declared that Ukraine's partners had made "major headway" at the negotiations.

He noted that "comprehensive" safety pledges for the Ukrainian government had been reached in the instance of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major development" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they culminated in the cessation of the conflict.

Earlier, the Ukrainian leader said a settlement was "largely prepared". Finalizing the outstanding 10% would "shape the future of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the center of key disagreements for diplomats.
  • The Russian President has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to end the war.
  • Zelensky has so far ruled out giving up any land, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Moscow presently occupies approximately 75% of the Donetsk region and around 99% of the bordering Luhansk. The areas form the heartland of the Donbas.
