Zelensky Declares Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
